Vietnam’s transportation sector is at a critical moment, with increasing efforts to embrace electrification as a key solution to urban congestion and environmental challenges. Electric buses have become a focal point in this transition, aligning with global trends towards cleaner mobility to reduce pollution and dependency on fossil fuels.

하노이와 호치민시의 버스 대 인구 비율은 0.2% 미만으로, 교통 체증이 잦습니다. 대중교통 수요를 충족하기 위해 하노이와 호치민시는 1,000명당 버스 0.8대의 목표 비율을 적용하면 추가로 5,000~6,000대의 버스가 필요할 것으로 추산됩니다.[1].

현재 베트남에는 약 8,800대의 버스가 있으며, 그 중 89%는 디젤 버스, 8%는 액화천연가스/압축천연가스 버스, 3%는 전기 버스입니다.

베트남 전기 버스에 대한 간략한 개요

The adoption of electric buses is relatively new in Vietnam but has gained significant momentum. The country’s electric bus network serves a diverse range of passengers, including commuters, students, and tourists. An internal Vinbus report in 2024 reveals that the proportion of commuters using regular buses is about 25-30%, while for electric buses, the proportion is 89%, three times higher than that of regular buses, indicating a strong demand for green public transport solutions[2]. 전기 버스는 교외 지역과 주요 도시 센터를 연결하는 편리한 노선 덕분에 근로자들에게 인기를 얻고 있습니다. 이는 긴 도심 통근에서 교통 체증에 시달리는 개인 차량에 비해 스트레스가 적은 대안을 제공합니다. 또한, 저렴한 가격, 현대적인 기능, 신뢰할 수 있는 서비스로 도시 거주자에게 매력적인 옵션입니다.

VinBus – an electric bus service operated and manufacturer by VinGroup, is the primary provider of electric buses in Vietnam, currently operates 286 electric buses, accounting for 3% of the total bus fleet. These green buses are mainly concentrated in Hanoi (202 buses), Phu Quoc (51 buses), and Ho Chi Minh City (33 buses).[3]  Electric buses cost 7,000 – 9,000 VND/trip while diesel or CNG buses cost 8,000 – 20,000 VND/trip depending on the distance. In general, for inner-city areas, the fares of the two types of buses are relatively equal and diesel or CNG buses have an advantage because they are deployed on more routes.

베트남의 현재 전기 버스 이니셔티브

베트남 정부는 전기 자동차(EV)와 필요한 인프라 개발을 촉진하기 위해 다양한 정책을 시행했습니다. 특히, 총리가 2022년 7월 22일에 발표한 결정 876/QD-TTg는 운송 부문에서 녹색 에너지 전환과 탄소 및 메탄 배출 감소를 위한 행동 계획을 승인했습니다. 이 계획은 2025년까지 100%의 신규 또는 교체 버스가 전기 또는 녹색 에너지를 사용할 것이라고 명확히 설명합니다. 2030년까지 택시에도 동일한 요구 사항이 적용됩니다. 2050년까지 100%의 버스와 택시가 전기 또는 녹색 에너지로 운행될 것으로 예상됩니다. In Ho Chi Minh City, the roadmap specifies that by 2025, the city will convert 395 buses to clean energy, bringing the total number of green buses to 899, which will account for around 36% of the city’s bus fleet. By 2030, over 1,800 buses will be converted, representing approximately 73%. In particular, the Cần Giờ District, designated as a “green ecological city,” will be prioritized for a 100% electric bus pilot project, with no use of internal combustion engine vehicles.[5]

호치민시는 운송 회사가 전기 버스에 투자하도록 장려하기 위해 7년 동안 3% 이자율로 최대 85%의 프로젝트 비용(최대 3,000억 VND)을 충당하는 대출을 포함한 재정 지원을 제공하며, 시는 이율 차이를 보조합니다. 회사는 또한 등록 및 수입 세금 면제, 5년간 특별 소비세 감면, 신규 버스 구매에 대한 직접 보조금을 받습니다.

하노이는 2030년까지 50% 버스를 전기로 구동하고 다른 50% 버스는 압축천연가스(CNG)나 액화천연가스(LNG)로 구동할 계획이며, 이 단계(2026~2030년)에 43조 VND의 재정 계획을 세웠습니다.[6]

베트남의 전기 버스 개발은 공공-민간 파트너십(PPP)의 지원을 받습니다. 정부는 EV 도입을 가속화하기 위해 민간 기업 및 국제 기구와 협력합니다. 예를 들어, VinBus는 하노이에서 전기 버스 서비스를 공급하기 위해 1조 9,000억 VND 이상의 계약을 체결하여 베트남의 친환경 교통 전환에서 이러한 파트너십의 규모와 중요성을 입증했습니다.[7]

베트남에서 전기 버스 도입에 직면한 과제

전기 버스의 장점은 분명하지만, 베트남은 이 기술의 잠재력을 완전히 실현하는 데 몇 가지 과제에 직면해 있습니다.

베트남에서 전기 버스 도입에 대한 주요 장애물 중 하나는 인프라와 운영의 높은 초기 비용입니다. 예를 들어, 호치민시의 전기 버스 운영은 2년간의 서비스 후 330억 VND 이상의 손실을 보고했으며, 이는 운영자가 전기화 초기 단계에서 직면하는 재정적 어려움을 강조합니다.[8]

베트남은 현재 EV 충전소가 부족한데, 이는 전기 버스의 효율적인 운영에 필수적입니다. 현재 VinBus만이 108개의 전용 충전소 네트워크를 갖춘 전기 버스 노선을 운영하고 있습니다. [9]. 정부는 국가의 충전 인프라를 확장해야 할 필요성을 인정하지만, 미래 수요를 충족하기 위해서는 여전히 상당한 투자와 개발이 필요합니다.

솔루션 및 미래 전망

베트남의 전기 버스 혁명은 EV 도입에 경험이 있는 국제 기구 및 국가와의 협력 증가를 통해 가속화될 가능성이 높습니다. 예를 들어, VinGroup의 또 다른 자회사인 VinFast는 전기 버스 시스템을 확장하기 위해 아시아 개발 은행으로부터 1억 3,500만 달러의 국제 자금을 확보했습니다.[10]

Vietnam’s electric bus market is still in its early stages, with VinBus being the sole player so far. This presents a promising opportunity for experienced investors from more developed markets to tap into this emerging sector.
