Vietnam’s development goals across 2021–2030 show a clear shift from post-pandemic recovery and economic stabilization toward faster, innovation-led, and higher-quality growth.

From 2021 to 2025, Vietnam’s development goals focused on recovery, stability, and building the foundation for higher-quality growth. After the disruption caused by COVID-19, the priority was to restore economic activity, maintain macroeconomic stability, control inflation, support businesses, protect social welfare, and continue industrialization and modernization. The period aimed to help Vietnam move beyond the lower-middle-income level, expand the size of the economy, improve infrastructure, promote digital transformation, and strengthen resilience against external shocks[1].

From 2026 to 2030, Vietnam’s goals shift from recovery and consolidation to acceleration and upgrading the growth model. The country aims to become a developing country with modern industry and upper-middle income by 2030, while preparing for the longer-term goal of becoming a high-income developed country by 2045. Compared with 2021–2025, this stage places stronger emphasis on productivity, science and technology, innovation, digital transformation, green transition, energy transition, high-quality human resources, institutional reform, more effective governance, anti-corruption, and deeper international integration[2].
