Hai Phong, a key port city in northern Vietnam, has become an industrial powerhouse, attracting substantial domestic and foreign investments. Spanning approximately 1,519 km² and home to a population of 2 million people as of 2023[1], the city has experienced strong economic growth, with a 10% increase in GDP in 2023, ranking 5th nationwide and 2nd in the Red River Delta region[2]. Situated along a 125 km coastline and just an hour’s drive from Hanoi, Hai Phong benefits from strategic geographic advantages. It is the only region in Vietnam equipped with all five major types of transportation infrastructure- road, rail, waterway, air, and sea—and boasts nearly 40 large and small seaports, solidifying its position as a vital player in the nation’s economic landscape.
As of 2023, Hai Phong has established 14 industrial parks covering approximately 6,000 ha. Notably, total investment value in industrial parks reached 1 billion USD, accounts for 30% of Hai Phong FDI in 2023. Korea leads as the largest investor, account for 41% of registered capital, follow by 15% for Japan and other major investors from Taiwan, Singapore, etc[3]. Earlier in 2023, Hai Phong was selected by the Ministry of Planning and Investment (MPI) as one of the cities to develop E-co Industrial Parks to align with the global trend of sustainable growth[4]. Additionally, Hai Phong’s abundant labor force, skilled workers, and lower costs compared to other leading industrial regions like Bac Ninh – Bac Giang or Binh Duong – Dong Nai make it an ideal destination for investors looking to enter the Vietnamese market[5].

According to Decision No. 1516/QD-TTg in 2023, the government has set a target for Hai Phong to become the leading modern maritime economic center in Southeast Asia by 2030, planning to boost investment in high-tech sectors such as chips, semiconductors, robotics, environmental industries, renewable energy, and new materials. Furthermore, Hai Phong aims to expand to a total of 25 industrial parks covering up to 15,777 hectares by 2025[6],
Recent Notable Invesment Projects in Hai Phong’s Industrial Parks
In 2023 and early 2024, several foreign and domestic investment projects from Japan and South Korea have chosen Hai Phong’s industrial parks for their manufacturing and business expansion. In addition, several other prominent projects from countries like China, Singapore, Switzerland, and others have also received increased investment, driving the expansion of production and the development of key industries such as electronics, chemicals, and logistics[7].
- – Sembcorp Integrated Hub Hai Phong IV (Singapore) invested 56 million USD to develop a real estate business, covering an area of 8.4 hectares in the DEEP C I Industrial Park.
- – Hoda Strategic Holdings Private (China) invested 10 million USD to produce international-standard PVC pipe fittings, with a production capacity of 10,000 tons per year, creating more than 50 jobs in the Nam Dinh Vu Industrial Park.
- – DAP – Vinachem Joint Stock Company invested 26 million USD to improve phosphoric acid quality and produce MAP fertilizers, with a production capacity of 60,000 tons per year in DEEP C I Industrial Park.
