Ng\u00e0nh d\u1ec7t may, v\u1edbi vai tr\u00f2 l\u00e0 m\u1ed9t ng\u00e0nh kinh t\u1ebf ch\u1ee7 l\u1ef1c, chi\u1ebfm 13.6% t\u1ed5ng kim ng\u1ea1ch xu\u1ea5t kh\u1ea9u v\u00e0 8% GDP, g\u00f3p ph\u1ea7n th\u00fac \u0111\u1ea9y n\u1ec1n kinh t\u1ebf; tuy nhi\u00ean, hi\u1ec7p \u0111\u1ecbnh TPP \u0111\u01b0\u1ee3c k\u1ef3 v\u1ecdng s\u1ebd ti\u1ebfp t\u1ee5c th\u00fac \u0111\u1ea9y ng\u00e0nh n\u00e0y ph\u00e1t tri\u1ec3n m\u1ea1nh h\u01a1n n\u1eefa. Ch\u1eb3ng h\u1ea1n, M\u1ef9 hi\u1ec7n l\u00e0 n\u01b0\u1edbc nh\u1eadp kh\u1ea9u l\u1edbn nh\u1ea5t, chi\u1ebfm 49.1% t\u1ed5ng gi\u00e1 tr\u1ecb xu\u1ea5t kh\u1ea9u d\u1ec7t may c\u1ee7a Vi\u1ec7t Nam, nh\u01b0ng khi thu\u1ebf quan gi\u1ea3m t\u1eeb m\u1ee9c hi\u1ec7n t\u1ea1i 17,3 xu\u1ed1ng 0%, ng\u00e0nh n\u00e0y s\u1ebd thu v\u1ec1 1,73 t\u1ef7 USD (s\u1ed1 li\u1ec7u n\u0103m 2013 \u2013 Hi\u1ec7p h\u1ed9i D\u1ec7t may Vi\u1ec7t Nam).<br \/>\nTuy nhi\u00ean, v\u1eabn c\u00f2n m\u1ed9t v\u1ea5n \u0111\u1ec1 t\u1ed3n t\u1ea1i. Theo hi\u1ec7p \u0111\u1ecbnh TPP, t\u1ef7 l\u1ec7 nguy\u00ean li\u1ec7u n\u1ed9i \u0111\u1ecba theo quy \u0111\u1ecbnh \u0111\u1ed1i v\u1edbi ng\u00e0nh d\u1ec7t may l\u00e0 t\u1eeb 45% \u0111\u1ebfn 55%, nh\u01b0ng t\u1ef7 l\u1ec7 nguy\u00ean li\u1ec7u n\u1ed9i \u0111\u1ecba t\u1ed1i \u0111a hi\u1ec7n nay ch\u1ec9 \u0111\u1ea1t t\u1eeb 30% \u0111\u1ebfn 40%; ph\u1ea7n c\u00f2n l\u1ea1i \u0111\u01b0\u1ee3c nh\u1eadp kh\u1ea9u t\u1eeb c\u00e1c qu\u1ed1c gia kh\u00f4ng ph\u1ea3i th\u00e0nh vi\u00ean TPP nh\u01b0 Trung Qu\u1ed1c v\u00e0 \u0110\u00e0i Loan (40% v\u1ea3i nh\u1eadp kh\u1ea9u t\u1eeb Trung Qu\u1ed1c, 42% x\u01a1 v\u00e0 38% s\u1ee3i t\u1eeb \u0110\u00e0i Loan, c\u00f9ng c\u00e1c qu\u1ed1c gia kh\u00e1c nh\u01b0 H\u00e0n Qu\u1ed1c, Th\u00e1i Lan v\u00e0 Indonesia). Do ng\u00e0nh c\u00f4ng nghi\u1ec7p h\u1ed7 tr\u1ee3 ch\u01b0a ph\u00e1t tri\u1ec3n, v\u00e0o \u0111\u1ea7u n\u0103m nay, ch\u1ec9 176 trong s\u1ed1 5.982 doanh nghi\u1ec7p may m\u1eb7c trong n\u01b0\u1edbc (3%) c\u00f3 th\u1ec3 \u0111\u00e1p \u1ee9ng y\u00eau c\u1ea7u n\u00e0y.<br \/>\nDo th\u1eddi gian ph\u00e1t tri\u1ec3n k\u1ef9 thu\u1eadt v\u00e0 ho\u00e0n v\u1ed1n \u0111\u1ea7u t\u01b0 k\u00e9o d\u00e0i, ng\u00e0nh n\u00e0y v\u1eabn ch\u01b0a v\u01b0\u1ee3t qua \u0111\u01b0\u1ee3c c\u01a1 c\u1ea5u d\u1ef1a tr\u00ean lao \u0111\u1ed9ng v\u1edbi gi\u00e1 tr\u1ecb gia t\u0103ng th\u1ea5p.<br \/>\nB\u1ed9 C\u00f4ng Th\u01b0\u01a1ng Vi\u1ec7t Nam, c\u0103n c\u1ee9 Quy\u1ebft \u0111\u1ecbnh s\u1ed1 9028\/QD-BCT (ban h\u00e0nh v\u00e0o th\u00e1ng 10 n\u0103m 2014), \u0111\u00e3 ban h\u00e0nh ch\u00ednh s\u00e1ch to\u00e0n di\u1ec7n \u0111\u1ebfn n\u0103m 2020 nh\u1eb1m ph\u00e1t tri\u1ec3n c\u00e1c ng\u00e0nh c\u00f4ng nghi\u1ec7p h\u1ed7 tr\u1ee3. M\u1ee5c ti\u00eau l\u00e0 n\u00e2ng t\u1ef7 l\u1ec7 thu mua nguy\u00ean li\u1ec7u d\u1ec7t may trong n\u01b0\u1edbc l\u00ean 65% v\u00e0 ch\u1ee7 \u0111\u1ed9ng thu h\u00fat \u0111\u1ea7u t\u01b0 n\u01b0\u1edbc ngo\u00e0i.<br \/>\nTheo \u01b0\u1edbc t\u00ednh \u0111\u01a1n gi\u1ea3n, ng\u00e0nh c\u00f4ng nghi\u1ec7p quy m\u00f4 7 t\u1ef7 USD n\u00e0y s\u1ebd \u0111\u01b0\u1ee3c t\u00e1i sinh.
