This article provides an overview of foreign direct investment (FDI) inflows into Vietnam in the first quarter of 2026, aimed at domestic investors, investment consultants and policymakers. The analysis consists of three main contents: outstanding macro figures and capital flow trends, notable investment deals in the period, and new legal policies that have a direct impact on the FDI attraction environment. From there, the article makes judgments and strategic recommendations for the next stage.<\/p>\n

Vietnam’s FDI momentum remained strong into Q1 2026, extending the record growth trend already established in 2025 \u2014 a year in which disbursed FDI reached USD 27.62 billion, the highest level in five years, while registered FDI totaled USD 38.42 billion, the second highest on record.<\/p>\n

The first quarter of 2026 demonstrates a further expansion of a growth cycle in FDI inflows into Vietnam. According to the Ministry of Finance and the Statistics Office, total registered FDI in Q1-2026 reached about 15.2 billion USD, up 42.9% over the same period last year, while the disbursed capital reached 5.4 billion USD, the highest level in the first quarter in the last 5 years. Large-scale new projects focus on manufacturing (69% of total newly registered capital), energy and infrastructure, reflecting the trend of shifting global supply chains into Vietnam[1]<\/a>.<\/p>\n

Samsung Electro-Mechanics Vietnam (SEMV) has received an adjusted investment registration certificate, bringing the total registered capital of the second facility to 1.2 billion USD[2]<\/a>. The project focuses on the production of printed circuit boards and high-tech electronic components for the new generation of electronic devices. Samsung’s four major subsidiaries in Vietnam recorded a gross net profit of 1.29 billion USD in Q1 2026, doubling over the same period[3]<\/a>. This shows that Samsung is not only expanding its capacity but is shifting more strongly to high-value semiconductor components and circuit boards.\u00a0 raise the production ecosystem in Thai Nguyen to a new level.<\/p>\n

Foxconn, Quanta Computer and Lite-On Technology expand investment \u2014 Taiwan’s supply chain accelerates shift<\/strong><\/h4>\n

In April 2026, Foxconn inaugurated its new headquarters in Hanoi, bringing the total accumulated investment capital in Vietnam to over 4 billion USD. In 2026, the group will continuously expand its presence in the North through many large-scale projects, including an additional investment of 287 million USD in Fulian Precision Technology Component in Bac Ninh, an integrated circuit board (IC substrate) production project worth 80 million USD of Shunsin Technology Vietnam, and plans to expand the Fushan Technology factory to produce automation equipment and industrial robots[6]<\/a>. At the same time, Quanta Computer \u2013 one of the world’s largest computer assemblers and a partner of Apple \u2013 was approved to increase its investment capital in Ninh Binh from 120 million to 240 million USD to build a second factory and double production capacity[7]<\/a>. Lite-On Technology announced plans to invest an additional 149 million USD in facilities in Vietnam to expand its electronic component manufacturing capacity[8]<\/a>. This development shows that Vietnam is gradually shifting from the role of a “China+1” destination to a new manufacturing hub in the global technology supply chain, especially in the fields of AI servers, network equipment and industrial electronics.<\/p>\n

HD Hyundai Vietnam Shipbuilding commenced construction of the fourth pier in Khanh Hoa<\/strong><\/h4>\n

HD Hyundai Vietnam Shipbuilding (HVS) has commenced construction of its fourth pier at its shipyard in the Central region, in order to expand its capacity and strengthen its position in the global shipbuilding industry. At the same time, the Khanh Hoa People’s Committee approved the Trung Nam-Sideros River joint venture as the winning contractor for the Ca Na gas power project worth ~2.2 billion USD (1,500 MW).[9]<\/a> These projects show that the central region of Vietnam is emerging as a hub for attracting FDI in two strategic sectors: shipbuilding and LNG energy, suggesting geographical diversification opportunities for FDI flows out of the key northern region.<\/p>\n

Policy Updates<\/strong><\/h3>\n

The first quarter of 2026 marks an important legal turning point with the new Investment Law coming into effect on March 1, 2026, the Guiding Decrees being issued in a rush, and the global minimum tax policy officially coming into practice \u2014 creating both new opportunities and challenges for the foreign investor community.<\/p>\n

Law on Investment 2025 takes effect from 01\/03\/2026<\/strong><\/h4>\n

According to Law No. 143\/2025\/QH15, the National Assembly allows foreign investors to establish an enterprise (ERC) before or at the same time as the investment registration (IRC), instead of requiring an IRC first. Compared to the Law on Investment 2020, the new law simplifies many administrative procedures by reducing the number of conditional business lines, narrowing the cases of applying for approval to adjust investment policies and expanding the post-inspection mechanism instead of pre-inspection in some investment activities. At the same time. The law also strengthens preferential policies for high-tech projects, innovation, green transformation, and strategic industries.<\/p>\n

Another noteworthy point is the addition of investment and trading in e-cigarettes and heated tobacco to the list of industries banned from business investment. This regulation officially takes effect from 2026 to strengthen public health protection and direct investment capital flows to higher value-added fields, in line with Vietnam’s sustainable development orientation<\/p>\n

Decree 96\/2026\/ND-CP takes effect from 31\/03\/2026 <\/strong><\/h4>\n

Decree 96 is the main guiding document of the Law on Investment 2025, issued on March 31, 2026. The Decree updates the List of Market Access Restrictions for Foreign Investors, clarifies the step-by-step approval process for priority sectors (industrial parks, real estate, energy), and formalizes the post-inspection mechanism. Along with that, Decree 19\/2026\/ND-CP (effective from January 14, 2026) restimulates the schedule and form of investment supervision reports.<\/p>\n

Decree 236\/2025\/ND-CP takes effect from 15\/10\/2025 and applies from 01\/01\/2026<\/strong><\/h4>\n

According to Decree 236\/2025\/ND-CP, Vietnam applies a global minimum tax of 15% to multinational corporations with a global consolidated turnover of 750 million EUR or more, from fiscal year 2026. The Ministry of Finance estimates that 122 FDI enterprises in Vietnam will be affected, with an additional tax amount of about 608 million USD. Transition period (until 31\/12\/2026): no administrative penalty if the late payment is less than 90 days. The Government compensates with the Investment Support Fund mechanism (Decree 182\/2024), replacing traditional tax incentives with direct financial support.<\/p>\n

Resolution 79\/NQ-TW issued 05\/01\/2026<\/strong><\/h4>\n

The Politburo issued Resolution 79\/NQ-TW on January 5, 2026, affirming the leading role of state-owned enterprises in strategic industries: energy, chemicals, strategic minerals and logistics. This resolution is accompanied by Resolution 68-NQ\/TW (30\/4\/2025) on private economic development, drawing a picture of the division of roles between the public and private sectors in the next decade.<\/p>\n

Conclusions and Recommendations<\/strong><\/h3>\n

Q1\/2026 shows that Vietnam continues to maintain its attractiveness for FDI inflows as total registered capital increased by 42.9% over the same period and disbursed capital reached the highest level in 5 years. However, growth was mainly led by several large-scale projects in the semiconductor and energy sectors, while adjusted capital from existing projects decreased significantly. This shows that foreign investors still positively assess Vietnam’s long-term prospects but are more cautious about the uncertainties of the global economic and trade environment.<\/p>\n

In parallel with the increase in investment capital flows, legal changes such as the Law on Investment 2025, Decree 96\/2026 and the implementation of the global minimum tax mechanism are contributing to reshaping the investment environment towards greater transparency and competitiveness. The new policies also show that Vietnam’s FDI attraction orientation is shifting from traditional tax incentives to selective support for strategic sectors such as semiconductors, high technology, R&D and green energy.<\/p>\n

In this context, new investors should prioritize industries that enjoy clear support mechanisms and incentives to take advantage of current investment incentive policies. For FDI enterprises operating in Vietnam, a review of investment licenses, compliance obligations and tax plans is necessary to adapt to new legal changes.<\/p>\n

In terms of prospects, the Northern region continues to play a central role in attracting technology and semiconductor projects, while the Central region is emerging as a potential destination for large-scale energy and industrial projects. If the international trade environment remains stable, FDI inflows into Vietnam are expected to continue to grow positively in the following quarters.<\/p>\n
